FY27 Community Projects

Community Project Funding (CPF) requests direct funding to specific governmental entities or nonprofit organizations. The CPF program is being implemented with accountability measures to ensure a responsible and transparent process. Through this program, Members of Congress request funding for up to 20 specific projects in their districts to serve the public good and keep the public informed on details of projects submitted to the House Appropriations Committee. Not every CPF request submitted by a Member of Congress will be included in the FY27 appropriations bill.

Congressman Fitzgerald submitted the following projects for funding consideration.

1. Village of Iron Ridge - Wastewater Treatment Upgrades

  • Recipient: Village of Iron Ridge
  • Address: 205 Park Street, Iron Ridge, WI 53035
  • Amount of Request: $7,600,000
  • Explanation of Request: The Village of Iron Ridge in Dodge County, Wisconsin is seeking federal funding to upgrade its aging wastewater treatment facility. The existing wastewater treatment system is a lagoon-based treatment plant that has served the community for several decades. However, it has reached the end of its useful life and no longer provides the level of treatment reliability necessary to meet current regulatory standards. The proposed project will replace the existing lagoon treatment system with a modern mechanical wastewater treatment facility utilizing a Sequencing Batch Reactor (SBR) process. The project will include construction of new biological treatment facilities, upgrades to headworks and pumping systems, and improvements to sludge handling and solids processing equipment. The new treatment system will significantly improve treatment efficiency, enhance nutrient removal capabilities, and ensure continued compliance with wastewater discharge requirements established by the Wisconsin Department of Natural Resources.

2. City of Pewaukee - Drinking Water Compliance

  • Recipient: City of Pewaukee
  • Address:  W240N3065 Pewaukee Rd., Pewaukee, WI 53072
  • Amount of Request: $2,000,000
  • Explanation of Request: The City of Pewaukee, Wisconsin must develop a new drinking water supply or undertake substantial treatment upgrades to its existing system to meet federal drinking water standards. The City’s current water supply faces significant compliance challenges, including radium contamination in its deep aquifer wells and the presence of per and polyfluoroalkyl substances (PFAS) in its shallow aquifer wells. The requested funding will be used for planning, engineering, and evaluation work. Specifically, the City will use the funds to conduct a thorough assessment of its water distribution infrastructure, evaluate siting options for new deep aquifer wells, analyze potential PFAS treatment technologies, and explore the feasibility of connecting to a Great Lakes water supply.

3. Village of Neosho - Mill Pond Dam Replacement

  • Recipient: Village of Neosho
  • Address:  210 Schuyler St., Neosho, WI 53059
  • Amount of Request: $615,200
  • Explanation of Request: The Village of Neosho, Wisconsin is seeking support to replace the failed Neosho Mill Pond dam. Although the immediate emergency has been mitigated, the dam’s failure has left the village without a functioning mill pond and without the important environmental, recreational, and operational benefits it once provided. The requested funding will be used to construct a new, safe, and reliable structure that will reestablish the mill pond and return the site to full operational use. Project funds will support all eligible engineering, consulting, and construction activities required to complete the dam replacement. Completing this work will allow the village to move beyond temporary mitigation and reclaim an essential public asset.

4. Watertown Municipal Airport (RYV) - Runway Rehabilitation and Extension

  • Recipient: City of Watertown
  • Address: 106 Jones Street, Watertown, WI 53094
  • Amount of Request: $684,000
  • Explanation of Request: The City of Watertown, Wisconsin is seeking federal funds to support the rehabilitation and extension of the primary runway at Watertown Municipal Airport (RYV). Currently, the airport’s primary runway (Runway 5/23) has a published length of 4,430 feet. While sufficient for flight training and some charter aviation, it is unable to accommodate larger aircraft due to the published length of less than 5,000 feet, a necessity for jet aircraft performance and insurance liability. Watertown seeks to utilize this funding to conduct new planning and environmental studies to extend the length of the Runway 5/23 to a length of 5,000 feet, thereby unlocking the airport to more private aviation traffic.
