FY26 Community Projects

Community Project Funding (CPF) requests direct funding to specific governmental entities or nonprofit organizations. The CPF program is being implemented with accountability measures to ensure a responsible and transparent process. Through this program, Members of Congress request funding for up to 15 specific projects in their districts to serve the public good and keep the public informed on details of projects submitted to the House Appropriations Committee. Not every CPF request submitted by a Member of Congress will be included in the FY26 appropriations bill.

Congressman Fitzgerald submitted the following projects for funding consideration.

1. City of Jefferson Food and Beverage Campus - CTH W Street Extension

  • Recipient: City of Jefferson, Wisconsin
  • Address:  317 South Main Street, Jefferson, WI  53549-1772
  • Amount of Request: $1,999,400
  • Explanation of Request: The City of Jefferson and Jefferson County are working cooperatively to develop a Food and Beverage Innovation Campus located on the southern edge of the city just off the State Highway 26 Bypass. The project is anchored by a significant investment from Kikkoman Foods, Incorporated, and their plans to construct nearly a $600 million manufacturing production facility on 100 acres of the Campus. Construction of this facility began in summer 2024 with completion scheduled for spring of 2026. The City of Jefferson is requesting financial assistance to complete Phase Two of the Jefferson Food and Beverage Innovation Campus. A Phase Three and Four are possible in the future on the other side of the bypass.  These funds will be used to complete the construction of the final street extension serving the second phase of the Campus. The City has committed to issue general obligation bonds in the amount of $9,133,537 fund the first phase of street. For this specific component of the project, the City of Jefferson is requesting $1,999,400 for a street extension from the campus to CTH W.

2. City of Jefferson- Food and Beverage Campus – Water Extension and Stormwater Management

  • Recipient: City of Jefferson, Wisconsin
  • Address:  317 South Main Street, Jefferson, WI  53549-1772
  • Amount of Request: $906,300
  • Explanation of Request: The City of Jefferson and Jefferson County are working cooperatively to develop a Food and Beverage Innovation Campus located on the southern edge of the City just off the State Highway 26 Bypass. The project is anchored by a significant investment from Kikkoman Foods, Incorporated, and their plans to construct nearly a $600 million manufacturing production facility on 100 acres of the Campus. Construction of this facility began in summer 20242024 with completion scheduled for spring of 2026. The City of Jefferson is requesting financial assistance to complete Phase Two of the Jefferson Food and Beverage Innovation Campus. A Phase Three and Four are possible in the future on the other side of the bypass. These funds will be used to complete the construction of the final utility extensions serving the second phase of the Campus. The City has committed to issue general obligation bonds in the amount of $9,133,537 fund the first phase of street and utility infrastructure required to serve the Kikkoman Foods, Incorporated Project. The city of Jefferson is seeking $186,300 for the remaining water extension from the industrial drive to the pump station and $720,000 for storm water management for this component of the project.

3. Waukesha County Trunk Highway O/Mooreland Road Construction

  • Recipient: Waukesha County
  • Address:  515 W. Moreland Road, Waukesha, WI 53188
  • Amount of Request: $6,500,000
  • Explanation of Request: Waukesha County has been working to complete construction of the six project segments for Waukesha CTH O/Moorland Road since 2021. The reconstruction of the road is estimated at approximately $75 Million. The roadway was first built in 1978 and was rehabilitated in 2006, but that rehabilitation is at the end of its useful life, and the concrete pavement needs to be replaced. This corridor carries over 30,000 vehicles per day which serves as a major access road between I-43 and I-94. The Milwaukee Urbanized Area Transportation Improvement Projects (TIP) Committee voted to recommend WisDOT use the Surface Transportation Program (STP) to fund 80% of the 6 project segments. However, WisDOT requires local governments to sign a contract many years prior to construction that essentially "freezes" the federal dollar commitment to the project to 80% of the project estimates in 2017, which is before the project is designed. The most recent phase of the Moorland Road project was bid by WisDOT in February 2023. WisDOT received multiple bids for this work, with the lowest bid being 22% over the engineer’s final estimate and well outside of the budget Waukesha County had been allocated Completion of the project is at risk unless the county can secure additional federal direct funding to return to an 80%/20% split as originally intended. Waukesha County is requesting $6.5 Million of Congressional Directed Spending to fund the ‘standard’ federal share of 80% for the CTH D/Cleveland to WIS 59/Greenfield Ave segment of the project.
